Failing to come to a complete stop at a T-Junction when making a right turn... wait what?

I Slowed down at the t-junction and there were NO other cars.

law states that a complete stop is "speedometer is at 0 and there is no forward momentum"
my speedometer read 0 and i had NO momentum.

And to top it all off the Cop didn't even give me a ticket!!! WASTE OF MY TIME! Meanwhile my tacos are getting cold in the passenger seat!!!!!
